PREPARATION OF TECHNICAL DOCUMENTATION FOR THE CONSTRUCTION OF THE NEW AIR TRAFFIC CONTROL TOWER AND ACCOMPANYING INFRASTRUCTURE AT CONSTANTINE THE GREAT AIRPORT IN NIS

In March of 2021, through Public Procurement portals, company “Aerodromi Srbije” LLC Nis published an invitation for centralized public procurement “Preparation of Design and Technical Documentation for the New Nis Air Traffic Control Tower“. The offer by EP Industrija was found acceptable and consequently, the contract on business cooperation was signed on 23.04.2021.

The existing Constantine the Great Airport in Nis, as the second international civil airport in the Republic of Serbia and as an alternative to Nikola Tesla Airport in Belgrade, is undergoing modernization and expansion. The first step in this procedure is construction of a new Nis Air Traffic Control Building with accompanying facilities and infrastructure.

Apart from the main Nis Air Traffic Control Tower Building, the following accompanying facilities in the function of its proper and continuous operation, will be constructed:

• Check-in building with security checkpoint;

• Staff portal at the border with secured and restricted area;

• 10 kV / 0.4 kV, 2×1000 kVA “Toranj” substation building;

• Underground diesel fuel storage tank;

• Weather station and

• Roads and parking lots.

Gross built-up area is 3,413.43 m2, whereas the total gross area of the weather station and roads, open area and parking lots is 8,000 m2.

In all phases of design preparation, EP Industrija permanently cooperates with Client’s representatives – Project Monitoring Committee, so as to ensure unobstructed fulfilment of contractual obligations to mutual satisfaction. Due to objectively unanticipated circumstances (that EP Industrija is not responsible for), completion periods were extended and location conditions were obtained on 24.06.2022. Schematic Design was prepared and submitted and it was confirmed by the Final Report of Review Committee of the Ministry of Construction on 21.09.2022. On 11.01.2023. the construction permits were obtained on the basis of technical documentation – Design Development Phase that were reviewed and approved by the Technical Review Committee.The approval of the Ministry of Interior, Emergency Management Sector on the technical documentation is expected.

Apart from the above stated, in order to ensure proper functioning and unobstructed access to the buildings of extended airport complex, EP Industrija signed in 2021. and is currently realizing the second contract as per the public procurement pertinent to the reconstruction and construction of internal road infrastructure on the land side of the airport complex with total net area of 65,000 m2.

The existing traffic system of the complex consists of the roads that enable accessing the facilities within the complex and internal connection between two main zones of the complex: Passenger Terminal gravitating towards terminal building and Customs Terminal, for the traffic of commercial vehicles, gravitating towards the customs terminal. Apart from that, as accompanying facilities of the traffic system, there are several parking lots on the location with booths, substation, technical facilities etc.

So far, Schematic Design was prepared and submitted and approved by the National Review Committee. Preparation of Design Development Phase was completed and positive report thereof was received from the Technical Review Committee. Therefore, the documentation of Design Development Phase was placed on the portal of Unified Electronic Building Permitting Procedures Register on 01.11.2022. Ministry of Environmental Protection stated on 04.10.2022 that the preparation of the Environmental Impact Study is not required.

EP Industrija finalized the preparation of Construction Documentation which will be submitted to the Ministry of Interior Emergency Management Sector for approval, upon obtaining a building permit.
