STRUGANIK DAM – ANOTHER PROJECT OF ENERGOPROJEKT HIDORIZENJERING AIMED AT DEVELOPMENT OF KOLUBARA CATCHMENT AREA

 

JSC Energoprojekt Hidroinzenjering is implementing the contract for preparation of Schematic Design with Feasibility Study and Environmental Impact Study for Struganik dam and reservoir. The project is financed by the European Bank for Reconstruction and Development (EBRD), within the West Balkans Investment Framework. JSC Energoprojekt Hidroinzenjering is preparing technical documentation in cooperation with partner on project IPF 10 – PLANET SA, Athens, Greece. Technical documentation is prepared in accordance with the laws of the Republic of Serbia and guidelines of the European Bank for Reconstruction and Development (EBRD). Project Beneficiary is Public Water Utility “Srbijavode”, with whom JSC Energoprojekt Hidroinzenjering has a long-standing successful cooperation on the projects in the field of water management.

Construction of dam and forming of Struganik reservoir are to be realised on Ribnica River, right tributaryof Kolubara River. Construction of Struganik dam and reservoir is of considerable significance for Mionica Municipality, where frequent floods that cause material damage and damage to agricultural land arethe main problem.

The above dam and reservoir were analysed as structures controlling the flood waters within the Water Resources Master Plan of the Republic of Serbia and the water management strategy for the territoryof the Republic of Serbia by 2034.

Recently, Kolubara catchment faced big floods with devastating consequences, primarily suffered by the population and economy. The frequency of the floods and damage from the floods showed it is necessary to improve protection from waters and to create conditions for better flood risk management that would meet the demands of the spatial and economic development of the area.

After the May floods in 2014, when the population, economy, infrastructure and natural resources along the Kolubara River and its tributaries suffered devastating damages, started the development of integral strategy for the purpose of protection against future floods. The study of flood protection improvementin Kolubara catchment area (2016) was prepared and included: anti-erosion development of the catchment area, water accumulation in the upper parts of the catchment area, forming surface storage areas, extension and reconstruction of flood control structures.

The possibilities of construction of front surface storages for flood regulation were explored in the Study (2016) and 20 surface storages were proposed to be realised. Struganik dam and reservoir were proposed for flood protection among the potential surface storage areas.

Main use of future Struganik reservoir is flood protection with enduring release of environmental flow downstream from the dam. Bearing in mind the importance of agriculture in Mionica Municipality, the possibility of using the reservoir for watering of the agricultural areas in Mionica Municipality will be examined in preparation of the above documentation.

In the period after completion of the Study of Flood Protection Improvement in Kolubara River Catchment Area (2016), Schematic Design was prepared and Detailed Regulation Plan was adopted for the Struganik dam and reservoir. An important step in future project implementation is preparation of: “Schematic Design with Feasibility Study“, as well as Environmental Impact Study.

All phases of the above project shall be realised in accordance with the strict conditions definedin the Contract. In the initial phase of its implementation, it was necessary to conduct geodetic survey,as well as to carry out the planned engineering geological – geotechnical terrain investigation.

Environmental and social research is of significance for preparation of Environmental and Social Impact Assessment in line with the EBRD guidelines.

Since, according to the Design Brief, Feasibility Study is prepared in compliance with EBRD guidelines, once an optimum version of the technical solution is adopted for further development in Schematic Design,the activities on preparation of Feasibility Study will continue in accordance with the Design Brief.

Preparation of Feasibility Study is connected with preparation of technical documentation within Schematic Design and will be carried out in accordance with the current laws of the Republic of Serbia and EBRD guidelines.

Schematic Design of Struganik dam and reservoir will be prepared based on updated hydrological and climate-related documents, topographic documents, geological-geotechnical documents, seismic and hydrogeological documents.

Preparation of Environmental Impact Study shall be of high significance and constitutes a part of contractual obligations.

Due to the importance of flood protection in Kolubara catchment area, construction of Struganik dam represents one of the structures within Kolubara catchment area defined as priorities.

It is pointed out that JSC Energoprojekt Hidroinzenjering has been included in preparation of technical documentation and realisation of hydrotechnical projects of significance for development of Kolubara catchment area, such as: Stuborovni reservoir on Jablanica River, Kamenica dam and reservoir on Tamnava River, Pambukovica reservoir on Ub River, Trbusnica surface storage etc.
